What value do these individuals give to a bookmaking firm?
In my experience they are firstly employed to monitor bets down to very low levels of bet size or a bet's liability if dealing with "clever" punters. A successful punter could even be helping to balance an event's betting book. But these silly little individuals will still knock back certain people!!
Their second function appears to be at certain times to investigate all unprofitable accounts and get them closed. Those banned often have friends who are mug punters. So either they lose the mug punters who do not want to lose face with their successful friends or the successful punter uses the mug punters account for his bets. This apart from the bad advertising banning produces on blogs, forums and twitter.
In addition dispensing with the internet accounts of small winning or betting punters is pretty silly when the bookmaker concerned have betting shops close by. All you are doing is shifting the unprofitable punters from the lower cost fixed costs of the internet to the higher fixed costs of a betting shop.
In my opinion betting companies should be looking to get rid of most of these useless people and either retrain them as odds compilers or show them the door.
The only time a decision on a bet should be needed is when the bet will upset the book on an event.

Sack most of your useless Sports Traders they are damaging your business in the long term.
